The Core Specifications Task Force is attempting to specify "RFP-
Quality" details of what an open source, distributed platform and
tools might look like to support the Law.Gov effort.

The task force is concerned with general principles, such as what kind
of open source building blocks are important and how to specify them.
For example, a large production installation might require certain
principles to be met before a piece of software can be included,
perhaps specifying the types of licenses that are appropriate, or the
longevity, number of developers, or types of users involved in the
software.  At a more detailed level of specificity, we hope to
identify specific configurations and operational practices that could
be used as a checklist for a Law.Gov installation. The purpose of the
specific configurations is partly guidance to future implementers, but
also a way of costing out a hardware/software/network/operations
combination.
